Dr. Nováky is a hydrologist engineer, graduated from the Leningrad Hydrometeorological Institut (now: Russian State Hydrometeorological University,1967), Candidate of Technical Sciences (Hungarian Academy of Sciences, 1993) and PhD (Budapest University of Technology and Economics, 1994). He began his carrier at the Central Tisza Water Management Directorate. Later, he became senior research fellow at the Water Resources Institute, research fellow at the Water Resources Research Centre (VITUKI), associate professor at the Szent István University in Gödöllő, head of the Water Resources and Amelioration Department and senior research fellow at the Hungarian Academy of Sciences Water Management Research Group, operating at the Budapest University of Technology and Economics. Since 2013, he is in retirement.

During the 1970s, he was head of an expert group in Mongolia. Currently, he is chairman of the Hungarian Academy of Sciences Committee on Water Sciences.

His main research focus is on climate change impacts on water resources and water management. He contributed to the Nobel Peace Prize-winning Intergovernmental Panel on Climate Change Fourth Report, when it received the award in 2007. He participated in defining Hungary’s water management strategy. He has more than 100 publications. He is lecturing in various courses at Szent István University of Gödöllő, Eötvös Lóránd University of Budapest, Budapest University of Technology and Economics and Óbuda University.
